Luxembourg–Kuwait Bilateral Relations
Diplomatic relations
Relations between the Grand Duchy of Luxembourg and the State of Kuwait are conducted through a non-resident diplomatic accreditation structure. Luxembourg does not maintain a resident embassy in Kuwait. Bilateral relations are managed by the Embassy of the Grand Duchy of Luxembourg in Abu Dhabi, United Arab Emirates, which is accredited to the State of Kuwait.
Likewise, the State of Kuwait does not maintain a resident embassy in Luxembourg. Diplomatic relations with the Grand Duchy are conducted through the Embassy of the State of Kuwait in Brussels, Kingdom of Belgium, which is accredited to Luxembourg.
Despite the absence of resident diplomatic missions, Luxembourg and Kuwait enjoy friendly relations and maintain regular exchanges within both bilateral and multilateral frameworks. Cooperation is pursued in areas of mutual interest, including political consultations, economic and financial affairs, regional and international issues, as well as dialogue between the European Union and the Gulf Cooperation Council (GCC).
Recent developments
A significant milestone in Luxembourg–Kuwait relations was reached in October 2025 during the visit of H.E. Mr Xavier Bettel, Vice Prime Minister, Minister for Foreign Affairs and Foreign Trade, to Kuwait on the occasion of the High-Level Forum on Regional Security and Cooperation and the 29th EU–GCC Joint Ministerial Meeting.
On this occasion, Luxembourg and Kuwait signed a Memorandum of Understanding aimed at strengthening bilateral cooperation and enhancing dialogue on matters of mutual interest. The signing of this agreement reflects the shared commitment of both countries to further develop their relations and explore new avenues of cooperation.
Economic relations
Luxembourg and Kuwait share an interest in strengthening economic cooperation and promoting investment opportunities. Contacts between public institutions, financial actors and businesses contribute to fostering exchanges in sectors such as finance, trade, logistics, innovation and sustainable development.
Economic relations were further advanced through Luxembourg's participation in the 9th EU–GCC Business Forum, held in Kuwait in November 2025 under the theme "Together for Shared Prosperity". Representatives of the Luxembourg Trade and Investment Office (LTIO), accompanied by members of the Luxembourg business community, engaged with public- and private sector stakeholders from across the Gulf region, highlighting Luxembourg's strengths as a gateway for international trade, investment and innovation.
The forum also provided an opportunity to showcase Luxembourg's expertise in areas such as trade and investment, innovation, digital transformation and sustainable development, while fostering new partnerships with stakeholders from Kuwait and the wider Gulf region.

Luxembourg is represented in Kuwait by the Embassy of the Grand Duchy of Luxembourg in Abu Dhabi, United Arab Emirates.
