Luxembourg at the 28th Universal Postal Union Congress in Dubai

Luxembourg participated in the 28th Universal Postal Union (UPU) Congress, held in Dubai from 8 to 19 September 2025.

The event brought together representatives from 192 countries and serves as the highest decision-making forum of the UPU, the UN agency that has been coordinating international postal services since 1874.

A key highlight of the Congress was the adoption of the UPU Strategy 2026–2029, known as the “Dubai Strategy,” along with a Business Plan. These will guide the UPU’s work over the next four years, focusing on digital transformation, sustainable development, and stronger international cooperation to create a connected, inclusive global postal network.

As a founding member of the UPU since 1874, Luxembourg reaffirmed its commitment to supporting innovation, promoting sustainability, and ensuring reliable international postal services worldwide.
