First UAE - Luxembourg workshop on Space

On 5 December 2018, and following the signature of a MoU on cooperation between Luxembourg and the UAE space Agency during the trade mission in October 2017, a Luxembourg delegation attended a workshop on potential areas of cooperation at the invitation of the UAE Space Agency . On this occasion, Mr Mario Grotz, Director General for Research, Intellectual Property and New Technologies at the Ministry of the Economy, and Mr Marc Serres, CEO of the newly created Luxembourg Space Agency, accompanied by the Ambassador Ms Elisabeth Cardoso, held constructive talks, led by Dr. Mohammed Al Ahbabi, Director General of the UAE Space Agency, on possible cooperation areas and projects between Luxembourg and the UAE Space Agency.

The Luxembourgish Parliament adopted legislation on 20 July 2017 on the exploration and use of space resources. The law, which is part of the economic policy initiative aims at developing the space industry in Luxembourg and at creating a legal, regulatory and business environment for space activities. The law regulates the authorisation and supervision of missions on the exploration and use of space resources. This legal initiative makes Luxembourg the first country after the United States to provide such a legal framework. The new law has already prompted numerous start-ups and business to settle down in Luxembourg and benefit from this very complete eco-system in the space area. 

In addition to the adoption of the Law of 20 July 2017, Luxembourg is actively involved in various international initiatives in the space field, such as The Hague Space Resources Governance Working Group and various ESA working groups that aim to develop an international legal framework on space resource activities. Luxembourg is also currently developing economic partnerships with important space stakeholders from all over the world and is keen to strengthen cooperation with partners, including the UAE.
